Perkins V: Creating Oregon's CTE Plan - 2020-2024
With the authorization of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), Oregon embarked on the creation of a new CTE State Plan. Perkins V allows Oregon greater flexibility in designing a plan that meets our needs. Oregon's State Plan is an opportunity to connect our workforce and higher education vision with our K-12 systems.
The work was guided by principles, commitments, and priorities laid out in the following documents:

Governor's Future Ready Oregon Plan (Oregon Government Policy Offices website) - transferable skills, self-sufficiency, connection to employers, career paths, and equity.

Oregon's K-12 Education Plan - advancing equity, promoting a well-rounded education, strengthening systems, and fostering ongoing engagement.

Higher Education Coordinating Commission Strategic Priorities (Oregon Higher Education Coordinating Commission website) - use of data to improve equity, funding linked to student success, clear on-ramps to education and training, and comprehensive outreach to ensure affordable, relevant postsecondary training for all Oregonians.
Oregon's CTE State Plan reimagines and transforms learner experiences in order to enhance their life prospects, empower their communities, and build equity in an inclusive, sustainable, innovation-based economy.
The 2019-20 school year was a transition period during which we engaged our communities in developing our new comprehensive plan. Oregon will implement the new State Plan under Perkins V in the 2020-21 academic year.
During the development of the CTE State Plan, we partnered with leaders of state and local workforce boards, STEM Council, and other stakeholders, with a particular focus on work-based learning. In addition to encouraging public input through public hearings and online discussions, we also consulted with our nine federally recognized tribes and engaged multiple stakeholder groups. Their input led to the creation of in-depth workgroups, which helped to further develop the plan; subsequent stakeholder feedback helped to refine it. Only with a diversity of voices and perspectives have we been able to create and implement a truly bold, innovative plan to meet the needs of Oregon's communities.
